THE 12 PRINCIPLES OF GOOD DEMOCRATIC GOVERNANCE

The 12 Principles are enshrined in the Strategy for Innovation and Good Governance at the Local Level, approved by the Council of Europe in 2008. They cover issues such as, for example, ethical conduct, rule of law, efficiency and effectiveness, transparency, sound financial management, and accountability.

The Council of Europe’s Centre of Expertise has developed various tools to assist local, and in some cases central, governments in complying with these principles and delivering better services to citizens.
