Effective democracy and good governance at all levels are essential to prevent conflict, promote stability, facilitate economic and social progress, and hence create sustainable communities in which people want to live and work, now and in the future. Ultimately, Good Governance is about delivering efficient and effective public services aligned with the expectations of local communities.

Good Democratic Governance is a requirement that applies to all levels of public administration. At local level, it is of fundamental importance because local government is closest to citizens and provides them with essential services and it is at this level that the population can most readily feel ownership of public action.

Leadership is an essential feature of good local governance and reflects the organisational leadership capacity to deliver both high standards of performance, and sustainable development (economic, social, environmental, cultural, etc.) of the community.

Starting from these considerations, the Leadership Academy Program (LAP) was created by the Council of Europe’s Centre of Expertise for Good Governance.

The programme is an interactive learning and action training course aimed at public authorities of all levels who want to develop their capacities in the field of leadership, both within their own organisations and at the strategic level.

The course is composed by three different phases, and through collaborative methodologies in the learning process, supports participants by providing practical tools to increase the effectiveness of their work both individually and within the local administration.

The programme is delivered over a period of 6 to 12 months, in three separate sessions of 3 days each, to groups of up to 25 participants.

The ultimate objective of the Programme is to stimulate the participants toward the knowledge and application of European tools and standards to develop Good Democratic Governance within and through high-performing local authorities.

ISIG is accredited by the Council of Europe to implement this Programme.
