1. Lithuania
Description Activity I – Implementation of the CoE programme “ELoGE – European Label of Governance Excellence”:
Overseeing the training of local experts on the Council of Europe’s Eloge programme through interactive workshops; support for the adaptation of the ELoGE evaluation tools (benchmarks) to the Lithuanian count; support for the implementation of the program for the selected municipalities.
Description Activity II – Implementation of the CoE tool “Civil Participation in Decision Making” to promote civic participation in decision-making: implementation of a questionnaire on intermunicipal cooperation aimed at all municipalities involved in the project; organisation of workshops for the training of local experts on Council of Europe tools and methodology for the promotion of civic participation; training activities and further support for the implementation of the instrument to promote civic participation in the decision-making process for local authorities; participation in the development of an impact assessment strategy for this project; support the implementation of the tool in selected pilot municipalities.
Description Activity III – Implementation of the CoE Instrument “IMC – Intermunicipal Cooperation”: Support in the adaptation of the instruments for the facilitation of Intermunicipal Cooperation of the Council of Europe for the Lithuanian context (i.e. survey of local needs at municipal level); training on such tools for local experts; training and further support for the implementation of this tool for local authorities (pilot projects).
2. Slovakia
Description Activity I – Implementation of the Coe tool “URSO – Useful Relevant Sustainable Owned” for the monitoring and evaluation of training programs for the professional development of local authorities: coordination of the implementation process; training on the URSO tool for local experts; support in the adaptation of the tool and its actual implementation; evaluation of the adaptation and implementation of the tool.
Description Activity II – Implementation of the programme “ELoGE – European Label of Governance Excellence”. In the context of this activity, ISIG has: trained local experts on the Council of Europe’s ELoGE programme through interactive workshops; provided support for the adaptation of the ELoGE assessment tools (benchmarks) to the Slovak context; provided support to the implementation of the program for the selected municipalities.
Description activity III – Supporting the creation of a Slovak version of the Council of Europe’s digital tool “E-learning tool on good governance at the local level”. In the context of this activity, ISIG provided advice for the process of coordination of the activity and validation of the tool’s contents for the local context, in constant comparison with good practices at the international level; provided technical advice for the preparation of promotional videos; provided training activities for the Slovak partners on the functionalities of the digital tool.
