Friuli Venezia Giulia advances in education crises management with an important online meeting

The regional authorities in Friuli Venezia Giulia launched the Education in Emergencies (EDURES) toolkit from the Council of Europe through an online meeting. The toolkit aims to strengthen the resilience of educational systems, with its implementation through pilot programs focusing on the proactive role of schools. Various reflections during the launch event highlighted the importance of the role of civil protection systems in cooperation with schools. By embracing the EDURES toolkit and fostering a collaborative partnership, the Friuli Venezia Giulia Region sets a precedent in educational crisis management, aligning with global standards and responding proactively to the challenges of today and tomorrow. The first workshop with the stakeholders of IN4SAFETY

On Friday, March 15th, the first online workshop with stakeholders was held as part of the IN4SAFETY project, funded by the Interreg VA Italy-Slovenia Program. During the workshop, we had the opportunity to present the IN4SAFETY project, which aims to strengthen cross-border cooperation to address emergencies. We also had the honor of presenting the WEB GIS platforms and the territorial datasets available on which we are working, essential for emergency planning and management. Finally, the roundtable discussion with the participation of stakeholders was a crucial moment to gather feedback and share ideas and next steps. We discussed questionnaires and interacted with participants through Mentimeter, gathering valuable feedback to further inform our work. It was particularly gratifying to see the active participation of relevant stakeholders from the cross-border area, demonstrating the importance and effectiveness of collaboration in addressing common challenges. FirEUrisk 7th Plenary Meeting: citizens’ participation for wildfire risk prevention

The 7th Plenary Meeting of FirEUrisk, held in Athens from 5th to 7th March, provided ISIG with an opportunity to work on the field of Rafina-Pikermi area, a Municipality in the Attica Region profoundly affected by the 2018 Mati Fire. In our perspective, recovering from such a devastating event – which resulted in 104 human casualties and extensive ecological and economic damage – means above all to “build back better” bonds of trust and cooperation between institutions and citizens. Consequently, we are very proud to have facilitated, with the assistance of AUTh, DEMOKRITOS, and KEMEA, a workshop titled “Participatory Approaches in Fire Risk Reduction” involving local stakeholders. Officials from the Municipality and the Ministry, first responders, and engaged citizens convened in the Municipality of Rafina-Pikermi to exchange perspectives and ideas on how to engage local communities throughout the whole fire risk management cycle. Together, they identified priority actions to be included in local fire prevention strategies. We perceive this as a crucial initial stride toward establishing a shared approach to mitigating, preventing, and effectively managing the risk of wildfires. This is particularly vital in a context increasingly susceptible to extreme weather conditions exacerbated by climate change.

A Memory of Johan Galtung

On 17 February, Johan Galtung, the father of ‘peace studies’ and ‘peace research’, passed away at the age of 93. Norwegian, an eclectic scholar, before receiving his master’s degree in Sociology in 1957, he graduated the previous year in Mathematics at the University of Oslo. Inspired by Mahatma Gandhi’s Indian non-violent experience, he later deepened his knowledge of the Italian pacifist world by meeting Danilo Dolci in Sicily. Professor of sociology and research methodology at Columbia University, and later founder of the Peace Research Institute in Oslo (PRIO) and the TRANSCEND network, in the context of his research, always associated with a strong public commitment, Galtung promoted the constructivist approach to the study of relations between peoples and conflict mediation. Thanks to his insights, developed over the years with great dedication, Galtung made it possible to reconfigure the very concept of peace, removing it from the simple dimension of the absence of war, or from purely spiritualistic visions. A positive peace, based on the full development of human capacities, unleashed through the rejection not only of direct violence, but also of the structural violence that lurks in social relations and cultural production. As ISIG we have had the honour of collaborating with Johan Galtung on several occasions, including seminars and conferences, as well as the first presentation in Gorizia of the method he devised for conflict management and resolution, in the late 1990s. In 2000 and 2008, Galtung also edited the preface to the respective updated editions of the study ‘Contemporary Armed Conflicts. Which solutions’ by Prof. Fabio Fossati. In a world that continues to be tragically ravaged by too many wars and violence, as analysed by our Observatory on Conflicts, Johan Galtung’s teachings and concrete experience are still relevant and valuable. Council of Europe’s Education Initiatives in Paris

Exciting News from the Council of Europe’s Education Initiative! We are thrilled to share that a kickoff meeting for the piloting phase of the CoE Toolkit on Education in Emergencies and Crisis took place at the Council of Europe Office in Paris on January 31 – February 1, 2024. The toolkit, designed to support the implementation of the 2023 Resolution by European Ministers responsible for education, is a crucial step towards addressing the challenges posed by emergencies and crises to our education system. During the meeting, the emphasis was placed on recognizing education as an active participant in crisis management. The priorities outlined include addressing the ongoing challenges posed by climate change, navigating labor market complexities, shaping the future role of AI, promoting integration and inclusion, and combating various forms of hatred. The event saw the participation of the Counsellor for Education and Science to OECD and UNESCO, who expressed support for this initiative. This collaboration between the Council of Europe’s Education Department and the Region of Friuli Venezia Giulia sets an exemplary model for contributing to the implementation of SDG4 and aligning with UNESCO and the UN Secretary General’s agenda. The piloting, scheduled to continue throughout 2024, aims to build more resilient education systems. The findings, expected to be presented to the CDEDU in Autumn 2024, will pave the way for coordinated, timely, efficient, and cost-effective responses to crises, ensuring the continuous provision of quality education regardless of the emergency at hand. Ethics workshop for I-SEAMORE project

We had the pleasure and honor of hosting the workshop titled “Towards the Identification and Integration of Social, Ethical, Legal, and Privacy Issues in I-SEAMORE Research Activities.” The objectives of the workshop were as follows: 1. Presentation of the SELP framework (Social, Ethical, Legal, and Privacy) – an innovative framework designed to navigate the complex landscape of social, ethical, legal, and privacy issues within the intricate research of the I-SEAMORE project. 2. Introduction of compliance guidelines to the SELP framework, empowering project partners and sharing insights and guidelines on how to integrate and adhere to the SELP framework and principles during research and technical development activities of the project. 3. Coordination on upcoming operational steps by promoting collaboration among partners and independent ethics experts, ensuring that the ethical compass is firmly aligned with our research. This workshop marked a milestone in the development of this project, and we are proud to have been a fundamental part of it!

PREVENT General Meeting

Thrilled to have participated in the PREVENT project General Assembly meeting in Barcelona, Spain, hosted by our partner @CERCA (Fundacio Institucio Dels Centres De Recerca De Catalunya).The project aims at upscaling primary interventions for weight control management during childhood and adolescence to ultimately reduce cancer risks in adulthood. PREVENT embraces a holistic end-to-end ecosystem involving students, families, educators, policymakers, medical professionals, public authorities, and communities. With a focus on more than 3.3 million students, we’re working towards guideline provisioning, large-scale implementation, multi-parameter assessment, and scaling-up.The project focuses on: Identifying barriers hindering current interventions and policies from scaling across different settings. Introducing multi-actor, context-aware interventions, and user engagement strategies to overcome upscaling bottlenecks. Adapting, piloting, and scaling up new policies within school communities across three European countries: Greece, Sweden, and the region of Catalonia in Spain. From January 9 to 10, 2024, we delved into discussions with our Consortium partners and had the opportunity to explore the inspiring work taking place at the Biomedical Research Park of Barcelona and connecting with the PREVENT.CAT Community of Practice. Together, we had insightful conversations on Catalan policies and best practices interventions focusing on the health of the young population.Co-creation, active behavioural change, self-evaluation through user empowerment, motivational interviewing, social innovation, digital-assistive engagement, health apps, and multi-domain assessment are key facets driving user acceptability and compatibility with existing policies. Our goal is to enhance sustainability and upscaling.Thrilled to be a part of the Cancer Mission cluster of projects on “Prevention and Early Detection”. Together, we’re shaping a healthier future for the next generation.

Kick of Meeting SYNERGIES

Excited to have participated in the kick-off meeting of the SYNERGIES project hosted by the project coordinators Deep Blue in Rome! Leveraging the knowledge and results from five H2020 projects, SYNERGIES aims to enhance disaster preparedness by engaging various stakeholders such as first and second responders, citizens, communities, education systems, authorities, businesses, and practitioners. The project focuses on five key areas: 1. Involvement of all relevant actors, 2. Strengthening education and training, 3. Effective communication with citizens, 4. Managing spontaneous volunteers, 5. Ensuring the sustainability of preparedness solutions. The project builds upon the results and solutions developed by the ENGAGE H2020, H2020 – RESILOC, LINKS EU Project, IMPACT, BuildERS H2020, and Ready2Help projects. Three preparedness cases in different pilot sites will guide the project, allowing for progress evaluation and showcasing final results. We are very happy to reconnect with old friends from previous projects and meet new partners as we embark on this journey together!

ODYSSEUS project: an important data protection and ethics milestone!

On the 4th of December, ISIG marked a significant milestone for the ODYSSEUS project as we successfully conducted the first ODYSSEUS Ethics Workshop! Focused on Data Protection and Ethics, the workshop delved into the ethical requirements and risks intertwined with the technological advancements and application of Artificial Intelligence solutions in border management. We presented the Ethics Framework of the ODYSSEUS project to all partners. The workshop also included an interactive session of discussion aimed at recognising and validating potential ethical risks while collaboratively identifying effective mitigation measures. This internal consortium workshop was a crucial step in ensuring that the project advancements in border management align with the highest ethical standards. Together, we are forging a path towards responsible innovation!

Tirana and its Sustainability Plan

Important Milestone in Tirana’s Sustainable Development Journey! We at ISIG are immensely proud to have contributed to a crucial event in Tirana, Albania, marking a significant step towards sustainable urban development. In a collaborative effort with the City of Tirana and the Council of Europe, we have successfully applied our Civil Participation in Decision Making Toolkit in shaping the Sustainable Development Strategy of the Municipality of Tirana for the period 2023-2027. Hosted at the Tirana European Youth Capital 2022 offices, the event brought together over 40 stakeholders, representing the diverse fabric of Tirana’s community. Their engagement and input were essential for the success of the day. The focus group discussions, guided by the methodology of our toolkit, were insightful, highlighting the importance of community involvement in urban planning. Special thanks to Deputy Mayor Keti Luarasi for her insightful opening remarks, and to Enkelejd Musabelliu for presenting the strategic objectives. Heartfelt appreciation goes to Geldona Metaj for brilliantly facilitating the focus group sessions, ensuring productive and meaningful exchanges. This event is not just a step towards a greener and more sustainable Tirana, but also a testament to the power of participatory decision-making in shaping the future of cities. We are excited to see how these strategies unfold and contribute to the sustainable growth of Tirana. This is a great example of how collaboration, community involvement, and strategic planning can create impactful change!

European Congress and the End of Leadership Academy Programme

A crazy and eventful Saturday for us! We are just coming off an intense Saturday with the conclusion of the last stage of the LAP Academy in Grado, featuring a fantastic group of participants and public administrators from the municipalities in our region. Additionally, we hosted the European Congress in collaboration with AICCRE FVG and the Council of Europe. After two days of the Leadership Academy Programme with various local administrators in our region, on November 18, 2023, in Grado, a highly impactful event took place, marking a strategic step forward in the field of democratic governance. This conference highlighted ISIG’s commitment to strengthening governance in Italy and Europe! The participation of nearly 100 political and technical representatives emphasized the importance of collaborative efforts to enhance governance frameworks. ISIG’s leadership in organizing this conference underscores its role as a catalyst in the dialogue on democratic governance. Claudia Luciani’s enlightening presentation paved the way for a day of meaningful discussions. Notable contributions from Milena Bertani (President of AICCRE at national level ), Pierluigi Trombetta (Diplomatic Advisor to the Ministry of Local Autonomies), and Pierpaolo Roberti (Councilor of the Friuli-Venezia Giulia Region for local autonomies, public service, security, and immigration) further enriched the discourse, focusing on sustainability, policy implementation, and the unique geopolitical role of the Friuli Venezia Giulia region. ISIG takes a leading role in these initiatives, offering its expertise in training, skill development, and project implementation to local authorities in Italy and Europe. Our commitment to promoting qualified leadership and effective governance strategies is unwavering. Through this event, ISIG has demonstrated its readiness to collaborate with local authorities and organizations in developing and implementing innovative governance solutions. We believe in the power of collaboration and knowledge-sharing to drive positive change in our communities and beyond. The end of LAP in Finland

With immense pleasure, we announce the conclusion of the LAP Academy in Finland, a country that has hosted us several times in the past months! This LAP in its Finnish edition was developed thanks to the partnership with HAUS kehittämiskeskus Oy / HAUS Finnish Institute of Public Management Ltd. This program, part of the Council of Europe and the European Union project, was carried out with the support of ISIG’s expert trainers. The journey began in spring 2023 and culminated in the third and final stage held in Finland between November 7 and 9. Here’s a perspective from one of our LAP participants! Embracing Excellence: Our journey began with the essence of a quality municipality that truly resonates with its citizens. It’s about creating a vibrant community where every voice matters. Knowledge Enrichment: We delved into the theory of democratic governance, understanding how to serve with integrity and transparency. Future-Forward Thinking: The module on scenario planning opened our eyes to foresight, equipping us with the tools to shape the future of our communities. Uniting Talents: From every corner of Finland, we’ve connected with talented professionals, developing skills and networks. Global Wisdom: The exchange of ideas and perspectives with international experts has been inspiring. They’ve introduced us to tools for fostering civil participation. Beyond Projects: This training has been a tool to inspire us to look beyond mere projects and embody the principles of good democratic governance. Commitment to Growth: The commitment required was substantial, but understanding diverse perspectives and practical tools will undoubtedly enhance our daily work. Proactive Application: The knowledge gained is for sharing. We’re actively incorporating the teachings of the program to influence both colleagues and elected officials within our municipalities. Inspiring Dialogues: Our discussions have been invigorating, especially when exploring how to engage citizens in welfare services and tackle challenges that transcend administrative boundaries. Empowered Returns: Each session has been a source of empowerment, reminding us that our personal development fuels our professional lives. A Coherent Journey: The transition from personal growth to organizational impact and, ultimately, to citizen engagement has been an insightful voyage. Continuous Learning: We’ve embraced the ethos that we are constantly challenging ourselves and our leadership to be aware and committed to self-improvement. Shared Challenges: Discovering that our challenges are shared across regions and roles has been a profound relief. A Heartfelt Thank You: We are immensely grateful for this opportunity for self-development, which has not only shaped us as civil servants but also as custodians of public trust. Siamo emozionati ed emozionati di partecipare a questo nuovo progetto! Il progetto PREVENT è un’iniziativa pionieristica volta a riconoscere, comprendere e superare gli ostacoli associati all’obesità infantile in Europa. Data la natura complessa di queste sfide, PREVENT considera i fattori economici, legali, sociali, culturali e strutturali che contribuiscono a questo problema. In sostanza, PREVENT si impegna a stabilire un quadro solido per la valutazione e la convalida continue di nuove politiche. Una volta sviluppate, le strategie del progetto basate sull’evidenza saranno ampiamente adattabili e implementabili, inaugurando un cambiamento trasformativo nella lotta all’obesità infantile e adolescenziale e nella riduzione dei rischi di cancro. Con un consorzio di 20 partner provenienti da tutta Europa, il progetto PREVENT riunisce sforzi di collaborazione per raggiungere i suoi obiettivi. With FirEUrisk project in Portugal

ISIG’s fruitful trip to Central Portugal took place last week as part of FirEUrisk, the project funded by the European Commission to research about wildfire risk prevention. On Friday, at the Comissão de Coordenação e Desenvolvimento Regional do Centro, I. P. we presented to local end-users two instruments developed by ISIG, the ReSVI (Relative Social Vulnerability Index) and the Citizens/Scientists Networks, both meant to involve local communities and their stakeholders throughout all the phases of assessment, prevention, response and recovery from wildfires. The presentations were delivered in the framework of the PS3 Demonstration Event coordinated by Associação para o Desenvolvimento da Aerodinâmica Industrial (ADAI) and GMV. On Saturday together with ADAI we visited the village of Aveleira, a small but strongly aware community, surrounded by massive forests which were hitten by the big fires of 2017. In a focus group with the local inhabitants and the Bombeiros we started to develop solutions to enhance the community resilience and involve other actors on different administrative levels. It was an amazing opportunity for us, for our research and for FirEUrisk project! So grateful!

Leadership Academy Programme in Finland

An iconic song from the 1970s states “It is a long way to the top if you wanna rock’n’roll”! So here we are in Finland for the third stage of the Leadership Academy Programme for the Council of Europe! An effective local leadership and active citizen participation in decision-making develops flourishing municipality that attracts residents and businesses! To achieve this goal, the Council of Europe’s Centre of Expertise for Good Governance is backing the Finnish authorities in carrying out the Leadership Academy Programme (LAP). To reach this point, with the Finnish partners we had already: 1.Carried out a training program for trainers to enhance the local training capabilities; 2. This was followed by the dissemination of knowledge and skills through two successful LAP training sessions held in May and September of 2023. The concluding third stage of the Leadership Academy Programme is nowadays developing. More than 20 practitioners from local and regional authorities throughout the country will train on promoting hands-on application in collaboration with stakeholders, with the aim of ensuring that democratic standards are upheld in the day-to-day operations of authorities! The Leadership Academy Programme in Finland is being carried out in partnership with  HAUS kehittämiskeskus Oy / HAUS Finnish Institute of Public Management Ltd, as part of a collaborative effort between the Council of Europe and the European Union!

Second phase of the Leadership Academy Programme

Great success of the second phase of the Leadership Academy Program (LAP) in the Friuli Venezia Giulia Region, which took place in the picturesque setting of Grado! On 26-27 October 2023, the second phase of the LAP focused on modules covering crucial aspects of leadership: Leadership mindset for teamwork, Identifying personal leadership styles, Team communication skills, Organizational culture, Organizations open to learning and Scenario-based planning. The engaging sessions incorporated numerous practical exercises, both individual and group, and interactive games. Participants took the opportunity not only to learn, but also to apply their knowledge in real-world scenarios. The energy and commitment of the participants were remarkable, fostering an environment of collaborative learning and growth. We are excited to announce that the third phase of this program is scheduled for November 16-18, 2023, with dynamic and in-depth sessions designed to continue cultivating the skills and leadership capabilities of our participants. The meeting between the Alpine Pearl EGCT and our project Central Mountains

Last Saturday, during the Alpine Pearls EGTC Assembly held in Fiera di Primiero, we facilitated a workshop on the governance of sustainable mobility systems in mountain areas together with colleagues from Eurac Research. In the course of the activity, which was part of the INTERREG Central Mountains project, we had the opportunity to exchange views with representatives of the 19 Italian, German, Austrian and Slovenian municipalities belonging to the Alpine Pearls network on topics such as last-mile mobility management and the integration of tourist demand with the needs and interests of long-term residents. At the end of the day, the participants were asked to rank the strategies previously elaborated in a participatory🕸️ setting. IN4SAFETY – a new INTERREG project on building cross-border resilience

We are thrilled to share that on Friday 13th October, we joined the IN4SAFETY project kick-off meeting, a transformative initiative aimed at strengthening cross-border cooperation for a more resilient territory in the face of emergencies. The project is funded under the Interreg Italy-Slovenia Programme. The project aims at enhancing transnational cooperation in developing and implementing joint action plans for emergencies in the cross-border area. IN4SAFETY addresses the common challenge of disaster prevention and climate change mitigation, also in light of the recent experiences involving the wildfires in the cross-border Carso region in the summer of 2022. The project’s ultimate goal is to promote climate resilience and disaster risk prevention by reinforcing cross-border cooperation between local authorities and rescue teams. Natural disasters don’t recognize borders, and the consequences affect the entire cross-border area. That’s why transnational cooperation is not only essential, but rather imperative. The project approach is built on strengthening institutional cooperation through the development of joint action plans and collaborative training to enhance responsiveness in times of natural disasters. Another great opportunity to work on resilience building practices and to work towards safer, more prepared communities. Together with our partners Municipality of Ajdovscina, Gasilska Enota Nova Gorica, Municipality of Duino-Aurisina, Geodetic Institute of Slovenia, Città Metropolitana di Venezia, Università degli Studi di Trieste, and associated partners, we are part of a project that transcends borders and brings together crucial organisations, all working towards a safer, more resilient future. SAFE – CITIES project meeting in Cyprus

On the dates between 10 and 12 October, we had the privilege of attending the SAFE-CITIES Consortium meeting in Larnaca, Cyprus. In close collaboration with Ianus Consulting, Ministry of the Interior of Cyprus and National Center for Scientific Research “Demokritos”, we organized a workshop with 15 local stakeholders representing civil society organizations and institutions in Cyprus, focused on improving community participation for the safety of public spaces. The workshop also aimed to analyze the safety and risk culture in Cyprus and to implement the methodologies developed by the project on a specific case study in one of the pilot areas. The SAFE-CITIES project has the mission to protect public spaces by introducing a cutting-edge security and vulnerability assessment framework, all supported by an interactive platform, which allows the simulation of complex scenarios, taking into account crowd behavior and of various types of potential threats. This framework paves the way for actionable recommendations to improve the safety of our current and future public spaces. Our commitment to making public spaces increasingly safer is constant. CiVà – participation and civil protection service

We are proud to work for the CiVà project, in collaboration with the Municipality of Lucca and our friends at QueSiTe s.r.l.. The project aims to update the Municipal Civil Protection Plan of the Municipality of Lucca in a participatory manner with the citizens. Updating the Plan in a participatory manner guarantees an active role on the part of citizens in protecting the community, the sharing of ideas and skills by everyone and contributing to the construction of a Plan that truly responds to the needs of citizens. Participatory civil protection plans are not just technical documents drawn up by experts; they are collective safety guides created with the contribution of all of us, aiming to build an informed and prepared community during emergencies. Leadership Academy Programme for the European Academy Programme!

The first appointment of the Leadership Academy Program (LAP) begins today in the wonderful setting of an autumn Grado, with the participation of the local administrators of Friuli Venezia Giulia! LAP FVG is part of the European Academy Programme, proposed this year by Aiccre Friuli Venezia Giulia and ISIG, under the aegis of the Council of Europe, which is aimed at the local administrations of Friuli Venezia Giulia. Another precious collaboration with the Council of Europe and AICCRE FVG to weave relationships and build skills in our territory, to support local administrations. Education and Resilience: the work for the Council of Europe

Last week was full of satisfactions, testifying to the commitment made in the field of social science research. Following the work done over the last year on the Resilience of Education in times of emergency and crisis toolkit, the director of ISIG had the honor of concluding and summarizing the ministerial debate of the third session of the conference entitled “Education in times of emergencies and crisis”. Then, at the end of the day, the Council of Ministers voted to adopt a resolution on promoting the resilience of education systems in emergency situations, which includes the development and progressive dissemination of our toolkit in the Council countries. FirEUrisk keeps going on!

We were in Stockholm from the 26th util the 30th of September for the 6th Plenary meeting of FirEUrisk project ambitiously titled “Navigating wildfire risk: Integrating perspectives for a unified solution”. After a field visit in the Swedish forests looking at ecological successions following wildfires, we gathered to discuss last developments and next steps of the project. As ISIG, we presented our ongoing work regarding the involvement of citizens in wildfire risk reduction activities: the FirEUrisk participatory model has been already piloted in Sardinia and soon will be implemented in Portugal and Greece as well. European Academy Programme: starting with ELoGE!

The first ELoGE FVG 2023 information workshop was held today. ELoGE is a path of analysis and development of the government action of municipalities for the promotion of good governance, promoted by the Council of Europe. ELoGE involves local administrations in a self-assessment exercise by the participating municipalities, compared to the matrix (Benchmark) of the 12 European Principles of Democratic Good Governance defined by the Council of Europe. The 2023 edition is part of the broader European Academy Program (EAP), promoted by AICCRE FVG, with the collaboration of ISIG, under the aegis of the Council of Europe, which includes 2 lines of activity: ELoGE, dedicated to administrations municipalities of Friuli Venezia Giulia, and the Leadership Academy Program (LAP), a training course aimed at local and regional administrators. In the first online workshop, ISIG presented the ELoGE program to the Municipalities participating in this edition: its objectives, phases and tools. We are happy to start this new path to support the local administrations of the Friuli Venezia Giulia Region.

General Assembly I-SEAMORE

We were guests of our partners at INOV in Lisbon for the I-SEAMORE General Assembly which took place on 20 and 21/09/2023. An opportunity to get in touch with our consortium partners, plan future developments of the project and present the results of our research activities on social aspects, ethics and privacy. ISIG researchers presented the activities carried out in the last months of the project and organized an interactive brainstorming session on citizen and stakeholder involvement.

Leadership Academy Program in Finland

In the past few days, we were in Finland for the Second Stage of the Council of Europe’s Leadership Academy Program! The possibility for us as Institute to work with local administrators in Finland is an amazing chance of developing new skills, experience and… working on Good Governance! The second stage of the Leadership Academy Program witnessed 20 public officials, representing local authorities and the newly established well-being counties. It was also the occasion to present the newly adopted Recommendation CM/Rec(2023)5 on the principles of good democratic governance, becoming the first legal instrument on this topic! The Leadership Academy is part of a broader initiatives contributing to the current reform on regional governance in Finland! More information about this programme can be found on this link!

Collaboration with the Council of Europe – The new Council recommendation

We are pleased to have participated in this important opportunity for the development of the democracies belonging to the Council of Europe with the development of the CM/Rec(2023)5 of the Council which develops the founding principles of Democratic Good Governance ensuring that this and the 12 principles of Democratic Governance become the guidelines for the action of political decision-makers and public institutions at every level. We are very satisfied and satisfied to have been part of this working group and we will continue to promote Good Democratic Governance as a tool underlying the development of our democracies! SAFE-CITIES workshop to present the methodologies for the Gorizia and Nova Gorica area

Great news for our area!!! As part of the SAFE-CITIES project, we are working together with the Municipality of Gorizia and the Italian Red Cross – Gorizia Committee to test the methodologies developed by the project on a case study that will take place in the pilot area of ​​Gorizia and Nova Gorica! The methodologies focus on the analysis of the security and vulnerability of public spaces and on the participatory model for the selection and involvement of stakeholders at the local level. Yesterday morning the fourth meeting was held for the definition of the case study and to collect data useful for the analysis of the context and the mapping of local stakeholders for the application of the proposed methodologies! Workshop on the participatory model of the SAFE-CITIES project

The Workshop held yesterday with the project partners and the coordinator partners of the pilot sites of the SAFE-CITIES project was organized by our Institute in collaboration with UNIBO. The workshop, aimed primarily at the coordinator partners of the pilot sites, had the following aims: Introduce the SAFE-CITIES Participatory Model and the Security-by-Design approach; Investigate the interest and feasibility of implementing engagement/participation activities at the pilot sites in the next phase of our project; Present the survey on citizens’ perception and safety of public spaces that will be launched this summer. Kick of meeting of European Academy Programme (EAP)

This morning at the Friuli Venezia Giulia headquarters in Udine, the European Academy Program (EAP) was launched in hybrid mode, consisting of 2 main axes: ELoGE – European Brand of Governance Excellence and LAP – Leadership Academy Programme. EAP is a European training program organized by AICCRE FVG, with the collaboration of ISIG – Institute of International Sociology of Gorizia under the aegis of the Council of Europe – Center of Expertise for Good Governance and has the objective of strengthening the institutional capacity and skills of the administrators and staff of the FVG local authorities. Today’s event – which saw the participation of representatives of local, regional and European institutions – underlined the need to strengthen the dialogue between the Municipalities and the EU, a fundamental aspect to ensure better coherence between European policies and local needs, as well as to encourage the sharing of good practices and experiences between the different communities.

BePART Forum: L’esperienza di Gorizia

The Kick Off Meeting of the Project PREVENT

In the days between 3 and 4 July, our deputy director was in Athens for the Kick off Meeting of the PREVENT project, a Horizon Europe that will see us busy in the coming years! Here is the press release of the launch of the project: “New EU-funded Project to Improve and Upscale Primary Prevention of Cancer by Addressing Childhood Obesity Through Implementation Research is kicked- off today in Athens. PREVENT, a groundbreaking initiative supported and co-funded by the European Commission through the Horizon Europe Cancer Mission (HECM) programme, has set its sights on identifying, understanding, and overcoming the barriers and challenges associated with managing childhood obesity. The PREVENT project mission is rooted in epidemiological studies that have highlighted a clear link between obesity and increased risks of various types of cancer, including colon, endometrium, postmenopausal breast, and kidney cancer, among others. With cancer placing a significant economic burden on the EU, amounting to an estimated annual cost of €100 billion euros, PREVENT aligns perfectly with the roadmap of Europe’s Beating Cancer Plan (EBCP). The EBCP is actively engaged in the fight against cancer, aiming to address the entire disease pathway and reduce the overall burden on the EU by 2025. PREVENT will establish three Living Labs (LL) with the participation of approximately 6,000 individuals, engaging all relevant stakeholders to collaboratively design effective strategies for addressing childhood and adolescent obesity and its intricate link to cancer. Greece, Spain, and Sweden have been selected as pilot countries for these Living Labs, which will serve as the foundation for innovative solutions. Furthermore, PREVENT aims to actively reach out to more than over 10,000 schools and 3 million students aged 9-16 through extensive upscaling activities. By implementing interventions such as age-appropriate classroom education on healthy lifestyles, by using prevailing techniques as well as innovative ones, the promotion of healthier snacks and meals in school canteens, the support of physical activities both at school but also at community level, the PREVENT project aims to make a lasting impact. PREVENT has multiple objectives in addressing obesity in children and adolescents. It aims to create communities of practice, analyse obesity determinants and intervention policies, and identify cancer types associated with obesity. The project also focuses on engaging stakeholders, establishing digital infrastructure, and implementing dynamic approaches for behavioural change. It involves continuous assessment through clinical evaluations, user and social-related analyses, as well as economic and sustainability assessments. Additionally, PREVENT aims to upscale interventions by selecting effective strategies, supporting new business models, proposing legislation, and establishing ethical and legal frameworks for primary prevention strategies. Ultimately, PREVENT seeks to establish a robust framework for continuous assessment and validation of new policies. The project’s evidence-based strategies, once developed, will be widely adoptable and implementable, paving the way for transformative change in addressing childhood and adolescent obesity and reducing cancer risks. Implementation of the Toolkit for Civic Participation in Decision Making

We kick off a busy week at the Municipality of Tirana by implementing the Council of Europe Toolkit for Civil Participation in Decision Making. Some numbers? 13 municipal departments, 5 civil society umbrella associations, 25 members of the Participation Working Group at the Municipality of Tirana, more than 400 identified stakeholders… 1 Participation Strategy for the City!

FirEUrisk Project Meeting

On Tuesday 13 and Wednesday 14 June, as part of the FirEUrisk Project, ISIG and the Bioeconomy Institute of the CNR of Sassari were engaged in Suni, Sardinia, in the initiative “Fire risk mitigation through prescribed fire prevention interventions and preventive forestry – The experience and forestry of Suni the participatory contribution of the stakeholders”. The ten-year experience of reintroducing prescribed fire as a fire risk prevention tool was at the center of the debate over the two days, which saw broad participation by residents, the Barracellare Company, the Forestry Corps and the Environmental Supervision, the Forestas Agency, the Civil Protection and various local administrators of the territory. As part of the initiative, ISIG offered the opportunity to create a network between the scientific world, citizens, emergency operators and public decision-makers, in order to promote further risk reduction strategies and actions, including communication to involve all the local community. The opportunities for inter-municipal cooperation within the Council of Europe Toolkit were also illustrated. The positive feedback from the local community of Suni and the Planargia area is an excellent stimulus for planning further initiatives for the participatory construction of prevention, adaptation and mitigation strategies.

Kick off Meeting of the project TRACE

Happy to announce that we are part of the TRACE HORIZON – Integration and Harmonization of Logistics Operations project Consortium. This week we had the pleasure of attending the Kick-off-Meeting hosted by the Ethnikon kai Kapodistriakon Panepistimion Athinon at their headquarters in Athens. Within TRACE, ISIG will support the Consortium by leading the tasks related to the definition of the ethical and social framework and the project requirements, ensuring compliance with all relevant regulations. ISIG will also analyze the aspects concerning citizens’ needs, perception and acceptance in terms of mobility and logistics, as well as design the project’s Participatory Model, to encourage the involvement of end users and stakeholders in all phases of the project. We can’t wait to start working with the other project partner on this interesting project!

Strengthen local government reform in Cyprus

Our commitment to support the implementation of local government reform in Cyprus continues! Last week our Director and our Deputy Director were in Cyprus with the for the Council of Europe to hold a Training of Trainers for 12 local experts who will develop the Leadership Academy Program from autumn 2023 to more than 200 local administrators cypriots. Our engagement will support the implementation of the #local #government #reform in Cyprus and strengthen the capacity of local authorities to provide good democratic governance and high quality services to their citizens, according to European standards.

In addition to having the honor of conveying greetings from ISIG through our President, thus introducing the day’s work, we had the honor of moderating the meeting between the two Mayors of the cities of Gorizia and Nova Gorica to give the to more than 100 secondary school students to ask them their questions and reflections on the possibilities represented by the GO project! 2025! It was a wonderful and fruitful opportunity to promote awareness and participation in cross-border life by these citizens not only of the future, but above all of the present! Training for Trainers and Training for Municipalities and Local Authorities in Kosovo and North Macedonia

In these days we were in Pristina in Kosovo for the training of trainers and training for the Municipalities and Local Authorities of Kosovo and North Macedonia on the Civil Participation Toolit of the Council of Europe. In the first two days, we focused on training Council of Europe experts from Italy, North Macedonia, Turkey and Kosovo on the Civil Participation Toolkit. Over the next two days, we focused on training for the Local Authorities of Kosovo and North Macedonia. Working closely with the Council of Europe allows us to continuously focus on issues of participation, gathering the needs of local authorities at the level of the member states of the Council of Europe.

Privacy workshop for the project I-SEAMORE

On the 26th of May, ISIG organised an online workshop in collaboration with WP3 leaders INOV. The workshop gathered over 20 attendees from collaborating entities that encompass end-users and technical partners involved in the I-SEAMORE project, and focused on the validation of end-user needs for the I-SEAMORE system and on the presentation of the SELP framework developed by ISIG. We had the pleasure to coordinate a session on the SELP framework of the project, which was designed by ISIG to tackle social, ethical, legal, and privacy concerns. Attendees delved into incorporating these critical elements into the research endeavors of the I-SEAMORE project, thus guaranteeing an approach that is both responsible and in accordance with regulations. A collaborative brainstorming session fostered lively engagement among partners, to discuss on observations and feedback regarding the integration of the SELP framework in the project activities. Delighted to be part of the INTERREG Central Mountains project which will see us busy until 2026!!! We will work to improve the cross-border cooperation of the mountainous areas between the Alps and the Carpathians to create a shared regional strategy between the regions of these mountainous areas. The project aims to strengthen and improve the governance systems of the mountain areas of Central Europe, with a particular focus on cross-border and transnational cooperation structures for the development of cooperation aimed at solving common problems with a sustainable approach in mountain areas! With the Council of Europe: LAP in Finland

These days, our director and deputy director are in Finland! 24 Elected representatives and senior officials from Finnish municipalities and newly established administrative units are engaged in the first edition of the Leadership Academy program in Finland. Discussions on Democratic Good Governance and the 12 Principles. The Principles provide a highly relevant integrated framework to overcome the isolation of different services within the Municipality and, at the same time, the Principles are relevant to improve the capacity of public authorities to strengthen the resilience of the #community against the erosion of democracy, even at the local level. The LAP is one of the main components of the project co-funded by the Council of Europe and the European Union through the Technical Support Facility 2022 aims to improve democratic good governance through a legislative framework at local and regional level and to increase capacity, knowledge and skills. The program developed these days is an interactive leadership training program that provides a framework for peer learning, sharing ideas and working together.

Study visit of Slovak representatives to Friuli Venezia Giulia with CoE and AICCRE FVG

From 17 to 21 April, in cooperation with the Council of Europe and AICCRE FVG, we organised a study visit for the winning municipalities of the Council of Europe’s ELoGE label. We brought together representatives of the winning Slovak municipalities and municipalities from our region, with the aim of capitalising on the achievements of the two editions. During the visit we also had the opportunity to present the various instruments of cross-border cooperation promoted by the Council of Europe.

Local authorities discuss sustainable mobility at the SUTRA final meeting

On 9 March, during the first day of the final event of the SUTRA project, held in Caorle, ISIG facilitated a Focus Group on the sustainable mobility pilot actions developed in nine Italian and Croatian cities. The SUTRA project partners had the opportunity to carry out a self-assessment of the implemented pilot actions, identifying the main obstacles as well as opportunities and success factors. Subsequently, the participants highlighted actions and strategies to address obstacles and opportunities at different scales (local, national and cross-border level) and with the help of different actors. It is a great honour for ISIG to have been part of this large working group and to have contributed to this project.

Good governance and the local economy: the leadership academy in Finland

From 8 to 10 March we were on a mission to Finland for the Council of Europe and European Commission project to develop good governance and a balanced local economy in the Scandinavian country. As part of this project, ISIG will take care of the Leadership Academy for Finnish local administrators.

Great success for the presentation of the results of the research “Female entrepreneurship in Gorizia – Development trajectories, peculiarities and lessons learned from the pandemic”, held on 27 February. The research activity was carried out by ISIG for the Welfare Department of the Municipality of Gorizia, within the framework of projects financed by the Friuli Venezia Giulia Region on the promotion of equal opportunities. Present at the event were the Municipal Councillor Silvia Romano, who moderated the round table, the Regional Councillor Alessia Rosolen, Michela Cecotti representing the Chamber of Commerce of Venezia Giulia, Elisa Marzinotto director of the Coordination Service for Family Policies of the FVG Region and the Municipal Councillor with responsibility for Equal Opportunities Marilena Bernobich.

Resilient Heart: in Piedmont to promote cooperation between local authorities and companies

Intense days, from 22 to 24 February, for our ISIG researchers in Pinerolo, as part of the Cuore Resiliente (Resilient Heart) project of the Metropolitan City of Turin in collaboration with our colleagues from QueSiTe srl. The project aims to coordinate the efforts of municipalities and local companies in order to reduce the vulnerability of the territory and increase its resilience. ISIG met with local administrators from 10 municipalities in the Metropolitan City of Turin located in hydrogeological risk zones.

I-SEA MORE kicks-off in Madrid

On 30 June and 1 February, we were present in Madrid for the kick-off meeting of I-SEA MORE project. I-SEA MORE aims to develop an integrated Ecosystem composed of an advanced platform solution to host and manage the operation of several innovative assets, services and systems. The project is funded by the European Commission Horizon Europe programme and will keep us busy until June 2025. In this project we will focus on ethics and data management.

ODYSSEUS kicks-off with the first meeting in Bucarest

On 26 and 27 January, we were present in Bucharest for the initial ODYSSEUS project meeting. ODYSSEUS aims to improve the border crossing experience for travellers and border authority staff by maintaining security and monitoring of movements across the EU’s external land and sea borders. The project is funded by the European Commission’s Horizon Europe programme and will keep us busy until December 2025. ISIG will deal with ethics issues, data management, the creation of training curricula and project policy recommendations.

Local government reform kicks off in Cyprus

From 16 to 18 January 2023 we were in Cyprus for the launch of the Council of Europe Project ‘Enhancing the Local Government Reform in Cyprus’. The Centre of Expertise for Good Governance, also supported by ISIG, will provide the Cypriot authorities with policy advice regarding the approval of local government reform in the Mediterranean country.

ISIG took part in the Final Meeting of RESILOC Project

On 13 January, we participated in the Final Review of the RESILOC project, held in Brussels. With the Final Review by the European Commission, the project funded by the Horizon 2020 programme, which started in 2019, came to an end. This project gave us the opportunity to work shoulder to shoulder with the citizens and institutions of Gorizia and many other partners around Europe to promote local community resilience.

LAP FVG, the training course on good democratic governance, is underway

On Friday 2nd and Saturday 3rd December twentyfive Mayors of Friuli Venezia Giulia Region met at the Castello di Spessa for the first part of the “Leadership Academy Programme”, the initiative financed by the Council of Europe and implemented by AICCRE FVG in collaboration with ISIG. Over the two days, local administrators have been involved, in the presence of the Regional Councilor Sebastiano Callari, in a training course recognised at European level on issues and tools of good democratic governance. The workshop was coordinated by Alina Tatarenko, head of the Governance Division at the Directorate-General of the Council of Europe. The initiative, which will continue in a second appointment on 16th and 17th December, fits into the groove of the activities developed in recent years in the Region, starting with the ELoGE Program, the European Label of Governance Excellence, awarded to 16 Municipalities of the Region on the basis of the implementation of the 12 Principles of Good Democratic Governance.

ISIG in Copenaghen for NEEDS International Conference

From Tuesday 1st November until yesterday, Wednesday 3rd November, part of ISIG team flew to Copenaghen to hold a workshop within NEEDS 2022 Conference. NEEDS 2022 Conference has been an international meeting on global disasters: a very dense convention with many roundtables and workshops through which we had the chance of discussing with other project consortiums, experts and institutions from allover Europe and the world. On behalf of RESILOC project and in cooperation with LIKS EU Project, we coordinated a panel on the management of participatory processes to build community resilience. It has been another very good chance to present the project results to other project consortiums and institutions, in the framework of a broader debate on DDR (Disaster Risk Reduction) research state of the art.

Red pill or blue pill? An interview with InD6

Good morning InD6, how are you? Fine, thanks! Tell us a bit about e-learning, is there really a (virtual) world behind this expression? And have the last few years led to a real enlargement of this sector? There is also a virtual world, but it is only a part of e-learning, however important. Let’s say that it is the part dedicated to a certain type of user experience, more immersive, detailed in the context of reference and, in some ways, also more linked and bound to the use of certain technologies. This is the sphere in which the largest part of the training process is carried out, which obviously presupposes a whole lot of work upstream, not only in the virtual sphere, and which can also be accompanied by a part of learning which is more real than virtual. Inevitably, the last two years have made a difference to the sector, not least because of the need to continue training in a context where it was impossible to be in a classroom. The other side of the coin, however, has been the great confusion generated by this sudden popularity of e-learning (sudden, at least in our country), confused with long-distance teaching or a simple conference call on Zoom. Let’s shed some light on another expression that has recently become very popular: gamification. What is gamification and how do we all experience it, for better or for worse? Game dynamics play a fundamental role in training processes, because they require the user to act, developing skills such as problem solving, decision making and creativity. This occurs spontaneously during the game. Specifically, gamification is a learning methodology that implies the application of game mechanics in non-gaming and mainly professional contexts. Among the most commonly used elements we can find the challenge, the levels, the point system, the ranking and various types of prizes or rewards. However, we would like to point out that we always use it for benevolent purposes only. LOL Will there really be a radical alternative between classroom and digital learning in the future? For Matrix lovers, red pill or blue pill? The way technology is evolving, it is plausible to think that e-learning will go with the flow and embrace new 100% digital methodologies, as it is already doing in part. We think of Virtual or Augmented Reality, the various interactions with Artificial Intelligence and – in synthesis – everything that is converging in the Metaverse concept. Obviously, face-to-face training will retain its importance and will not be absorbed by digital training, as is already happening thanks to the blended approach, which mixes remote and face-to-face, synchronous and asynchronous. Matrix lovers will be left with the luxury of not having to choose between the red pill and the blue pill, as they can have both! What have been the greatest challenges and rewards in creating the RFDCD e-learning course? Certainly it was interesting and constructive to be able to decline a course on contents that concern universally valid values, applicable in every context, not only professional and social but also human; this is especially so at a time like the present, when it happens to be questioned a little too freely. We are thinking of human rights, respect for diversity, inclusiveness, but also more complex concepts such as the importance of the institutions’ adherence to and support for this system of values, which then goes on to form the framework of real democracy. Working with similar, sometimes abstract, contents and trying to visually concretise them required an imaginative effort which was then translated into the creation of graphic elements and videos (created thanks to the work of Studio Magoga) full of meaning. If the final user will be able to unpack these contents and extract the fundamental values they contain, then we will be even more gratified by this effort.
