Abstract: The Manual is meant as an operational tool to implement the goal of the Coe “to facilitate the effective training for regional operators interested in cross-border and inter-regional cooperation”.
The Manual is designed as a technical aid to the continuous training of local and regional administrators.
Each module (The principles of the cross-border co-operation; The legal framework; How to do cross-border co-operation; Cross-border co-operation and EU programmes) includes an overall presentation of the topics to be dealt with over the training, interventions on the subject by qualified speakers;, reference and study materials.
