Abstract: The objective of this toolkit is to contextualise the role of civil participation for efficient and effective local governance, as defined by Council of Europe standards and frameworks. It provides support to local authorities in understanding their current community context and the potential of engagement of each stakeholder in the decision-making process, as well as in choosing strategies and actions for different levels of involvement  in and different stages of the decision-making process.
This tool is intended as a companion to local policy- makers to identify the local stakeholders to be engaged in a participatory processes to foster citizens’ engagement in local decision-making processes. It is based on three steps  which allow to automatically generate the stakeholder mapping in the Excel document.
