RATIONALE

How to identify and remove obstacles to crossborder cooperation? How to assess the (likely) impact of domestic policy decision on the level of crossborder cooperation? How to avoid creating unwanted difficulties to existing cooperation? How to learn from others’ experience?

The seminar aims at taking stock of practices and solutions that already exist in respect of facilitating this cooperation. It will allow for the exchange of best practices and the sharing of experience on the basis of the information provided by Council of Europe member States, associations and regional/local authorities and collated with a view to compiling a Manual of practices to be widely shared among them. The experience of cooperation between Italian and Slovenian local authorities as well as that of Regione Friuli-Venezia Giulia and its neighbours will be considered more in depth.

Of particular interest will be the presentation of the experience of crossborder facilitators, or mediators appointed by some European States or regions in order to promote either coordination at domestic level or facilitate crossborder dialogue and cooperation, or both.
