Project – CIVIL PROTECTION EARLY WARNING SYSTEMS: FROM WEAK SIGNALS FROM TO RESPONSE

Client: Commissione Europea-DG Environment, Community Action Programme in the Field of Civil Protection
Period: 2006

Partners: Nordregio–Nordic Centre for Spatial Development (SE); Emergency Services College (FI); The Hellenberg (Finland); ISIG-Insttitute of International Sociology of Gorizia (IT).

Description: The project investigates early warning systems at the municipality level providing answers to the fact that signals of the impending danger of flooding, rather than serving as pragmatic, functional implementations of rational infrastructure planning, encounter instead the multiple rationalities of local agendas embroiled in multi‐level governance battles. The project develops through the analysis and evaluation of: maritime safety early warning systems (case studies analysis); comparative assessment of risk perceptions and mapping methods for preventive and risk mitigation strategies; legislative framework; institutional, technological and operative early‐warning solutions; behavioural practices.
